22 Player Team Roster

Beginning with the 2005-2006 seasonal year that begins September 1, 2005, U17, U18, and U19 teams may have up to 22 players on their roster. This document attempts to answer some of the questions that will arise about this new policy. We will update this document as new questions arise. Only U17, U18, and U19 teams are eligible to have up to 22 players on their team roster. These teams are not required to have 22 players on the Team Roster but may have any number of players between 11 and 22 on their roster. NJYS District Commissioners are not authorized to validate any full-sided team roster with less than 11 players on the roster. U17, U18, and U19 teams do not have the option of using an 18 player roster regardless of the number of players on the roster. NJYS will only make available 22 player roster pass packets for these teams. Each team will have two rosters
Out of State Players may participate on NJYS 22 player rosters as long as they have the permission of their home state. Out of State teams may participate in NJYS leagues as 22 player teams as long as they are rostered as a 22 player team in their home state. An Out of State 18 player team cannot grow to a 22 player team in a NJYS league. A 22 player roster team may travel to tournaments as a 22 player team as long as the tournament accepts the 22 player roster. The decision to accept a 22 player team roster is solely the decision of the tournament and the team must abide by the tournament rules. A decision to allow secondary players on 22 player rosters is an individual league decision, but if a league allows secondary players on 22-player roster, all existing rules and procedures apply.

National Championship and State Cup Play

A 22-player team must submit its Team Roster with its National Championship or State Cup application in accordance with competition entry rules. Before each preliminary round match, the team will present a game roster to the referee. This roster will be on the NJYS National Championship and State Cup Game Report form. A copy of the team’s validated Team Roster with the names of all players must be available for the referee. There can be no more than 18 players on the Game Roster when the roster is presented to the referee. Once the match has begun, there may be no changes to the Game Roster. Players who are listed on the Team Roster but not participating in the match, that is, they are not one of the 18 players listed on the Game Roster, are considered spectators. They must remain on the spectator side of the field and may not visibly display their uniform. They cannot participate in the match under any circumstances. If a player is ejected from any NJYS National Championship or State Cup match, the player may not be replaced in that match and the team will play short-handed for the remainder of that match. The ejected player will sit out at least one National Championship or State Cup match. However, the NJYS Cup Committee has the right to and may increase the suspension depending on the referee’s report of the match. While a player is serving a suspension, his or her team may continue to field a Game Roster of 18 players; however the player on suspension may not be listed on the Game Roster. At quarter final, semi-final and final matches, the team will present a copy of its validated Team Roster (including any and all Player Status Forms) and a Game Roster to the NJYS Cup Committee. This Game Roster will be on the NJYS National Championship and State Cup Game Report form. The Committee will review both rosters and approve the Game Roster as ready for play. No changes to the Game Roster will be permitted after the Game Roster has been reviewed and approved by the NJYS Cup Committee. Players who are listed on the Team Roster but are not participating in the match, that is, they are not one of the 18 players listed on the Game Roster, are considered spectators. They must remain on the spectator side of the field and may not visibly display their uniform. They cannot participate in the match under any circumstances. For teams participating in the National Championship final match, all players on the Team Roster must be present to sign the USYS National Championship Blue Roster. If a game has to be abandoned by the referee and is re-scheduled, the team may present a different 18 player Game Roster for the rescheduled match than the team presented for the abandoned match. |
